Aiport Safeguarding Aiport Safeguarding Careful planning and technical assessments ensure flight safety is managed during the design and construction of infrastructure at or near airports. Changes to the built environment require a systematic approach to assess their impact to airport operation and this process is called safeguarding.

Lacle is a specialist in safeguarding airports, supporting our clients from design to construction and commissioning by conducting obstacle and CNS assessments for new or modified, permanent or temporary structures at or near airports. Our solutions ensure safe airport operations throughout, while at the same time allowing developers to maximise development values.
we provide Windfarm Assessments < Obstacle Assessments CNS Assessments & Modelling
Windfarm Assessments Wind is a major form of renewable energy and wind farms of various scales are appearing in many countries. However, they can create a potential risk to flight safety both by being a physical obstruction, as well as interfering with the operation of some CNS systems. Radars are particularly prone due to the speeds of the rotating turbine blades being similar to the speed of aircraft in flight.

Lacle supports wind farm developers and airspace users during the siting and design of new wind farms by conducting comprehensive aeronautical studies to confirm compliance with international guidelines, to identify risks to flight and CNS operations, and to recommend any necessary mitigation measures.

Obstacle Assessments < Structures at or near airports must comply with obstacle limitations prescribed by ICAO and the relevant national regulator when they are built or modified, to ensure flight safety is not compromised by any change in the built environment.

Lacle supports airport operators and property developers during the design, construction and commissioning stages by conducting obstacle assessments and analyses of any new or modified, permanent or temporary structures.

CNS Assessments & Modelling < ATC and flight operations rely on several systems to maintain safety and efficiency. All such CNS equipment function by transmitting and receiving electronic signals which are subject to the impact from the surrounding built environment.
Therefore, safeguarding CNS equipment and their signals is important to ensure they perform properly.

Lacle supports airport operators and property developers during the design, construction and commissioning stages by conducting CNS modelling assessments and analyses for different types of CNS systems against any new or modified, permanent or temporary structures.

Our Areas of Expertise
CNS Systems Siting & Planning < CNS equipment are located at specific spots on the airfield to allow them to function. Different equipment types have different siting criteria and their signals will react differently to the built environment. Siting and planning CNS systems involves understanding the system requirements and an iterative modelling process to ensure the proposed equipment sites will enable the systems to operate as intended.

Lacle supports airport operators and master planners during the design and commissioning of CNS systems by conducting modelling assessments and analyses for different types of CNS systems against the built environment.
CNS Systems Siting & Planning
Control Tower Siting & Planning < Control towers are buildings that not only have functional purposes but also architectural significance for an airport. Planning for control towers is a complex process with many inherent and conflicting constraints due to their location in an airport and their primary functional requirement for good lines-of-sight to the runways, taxiways and aprons for ATC controllers.

Lacle supports airport developers, planners civil engineers and architects in control tower designs by conducting siting, height, sightline, ATC, PANS-OPS and CNS/ATM planning and assessments for both conventional towers and camera masts for remote towers.

Airport & Airspace Design Assessments < Lacle has supported airport and airspace design studies, utilizing our extensive knowledge and experience in safety, capacity and environment. We are capable of performing a range of assessments to test design options and operational scenarios in order to support decision making.

Lacle is responsible for providing support to all HKIA third runway construction contractors by conducting regular holistic assessments.

These assessments are performed on an on-going basis throughout the construction period to predict the collective impact from all construction equipment on HKIA’s CNS and flight operations. The assessments ensure the safe operation of the existing runways adjacent to the works and the results are used to support temporary permits to be granted to each contractors.

Lacle was contracted to support the master planning of a new development area at HKIA.

Working with the lead architect and town planner, Lacle conducted obstacle analysis and modelling studies to identify constraints within the site due to airport operational needs, allowing development potential to be maximized while ensuring the safe operation of CNS equipment and flights.
